Not that I agree with parking fines\notices...but even IF CP2 was blocked...why is that a problem for the company who run CP1?

If they run CP1 they have no obligation to allow people to park there if CP2 is not available if they don't manage CP2. It's the equivalent of 2 hotel car parks next to each other and expecting that if the one isn't available where you are staying you can just park next door...the fact that both car parks support the stadium doesn't make any difference, unless I'm missing something?

It’s not the same as your hotel analogy though, these car parks are both owned by the same business and both car parks are used for the same attraction.
If one isn’t available then your only option is to use the other one.
