She first came to prominence as a thirteen year old in the 2007 world championships in Athens competing against adults and winning the silver medal and went on to be a four times world champion at kick boxing, has represented Wales at football at age group and full international level, and is the world Champion boxing champion and now Olympic Champion.
That is some record as an athlete in different sports, and is also a qualified football coach, phenomenal really without the recognition some other athletes get nationally.
In answer to the heading I honestly think she has to be, especially when she has achieved it in the modern era when competition is world wide.

Rebbeca Romero was an Olympic silver medalist and world champion rower before suffering a back injury and taking up cycling.
She then became national champion, triple world champion and an Olympic gold medalist thus the first British woman to win medals in two different Olympic sports - all with a back injury!
