Should VAR be used for penalties ? in Shoot Outs ?

We all know the tricks goalkeepers get up to moving off the line etc

In a penalty shoot out where the ball is"dead" after the taking  of one of the 5 -- it seems an obvious go'er but nobody has thought of it ??

It could possibly be used in 90 minute matches --- anyone got any views ?

They can't use var properly now so what hope have they got asking them to use it for penalties.  :facepalm: :facepalm:
