As I've noted before, an ex-FSB colonel is on record as saying this is Russia's policy. Use social media to f**k with people's minds until they cannot form rational, cogent decisions. Russia always seems to believe in the zero-sum game approach to foreign policy. They can only win by others losing.

The Wagner Group, is a Russian paramilitary organization. Some have described it as a private military company (or a private military contracting agency), whose contractors have reportedly taken part in various conflicts, including operations in the Syrian Civil War on the side of the Syrian government as well as, from 2014 until 2015, in the war in Donbas in Ukraine aiding the separatist forces of the self-declared Donetsk and Luhansk People's Republics.
Others, including reports in The New York Times, are of the opinion that ChVK Wagner is really an arms-length unit of the Russian Ministry of Defence (MoD) and/or the GRU in disguise, which is used by the Russian government in conflicts where deniability is called for, as its forces are trained on MoD installations. It is believed to be owned by Yevgeny Prigozhin, a businessman with close links to Russian President Vladimir Putin.

There was a documentary in the radio some years ago about Russia and it’s perceived place in the world. Basically Putin is desperate for Russia to be a world super power again, however their armed forces are hugely underfunded compared to their ‘rivals’ in NATO. Incredibly they even had to send some of their old Nuclear war heads to the US to be maintained as they don’t have the money or capacity to do this themselves. As the country cannot face down its rivals militarily anymore it has to use different methods to antagonise them. They’re basically like a small dog circling around and prodding a Great Dane.

It was shocking what IS did to Palmeira too.  Once a world heritage site.
But yes, Putin should be brought to bear for his countries actions.
