If he is named as manager on Monday it makes a mockery of 2nd interviews, he could and should have been named last week. unless my suspicions surrounding 2nd round were as a smokescreen to shoe in the 3rd party.

In my experience of being interviewed and of interviewing, a first interview is to see which candidates are good enough and best suited for the job..  those invited for second interview could all get the job, but the purpose is to select the best one.. therefore a decision can be, and often is, made immediately following the second interview.

Whether this is the case here or not, I have no idea..
